James E. Mosley, Sr. was the City's 1st Black Chief [3] of the Englewood Police Department from 1994-1998[2]. He advanced through the ranks, first as patrolman, then Sergeant (when he created the first Crime Prevention Unit in the Dept.), Lieutenant, and then Dep. Chief. [1] In 1996, while still on the job, he and his wife cashed in a 1.4 million dollar lottery ticket. [4]
